It is clear in the New Testament that the church was governed by elders. There is a clear distinction between elders and deacons. The deacons seem to be appointed to serve in practical matters, freeing up the elders for other tasks. It is a tragedy if God's people are not fed and guided as they should be. Elders are to shepherd God's people by teaching. They will have to give an account. Most will feel this is not something they can do. If we apply the verses too rigidly, no man would ever be appointed. However, the qualifications are more than just ideals.
